It's been awhile since I looked into the MAC rounds, but I believe that both the shipboard and ODP cannons fire rounds at a similar velocity, the difference is a standard ship round is 30 tons and a ln ODP super MAC round is 300 tons. One will vaporize the target, the other will vaporize the target and a good chunk of the surrounding area.

Super macs like the one on Cairo station have a yield of 50 gigatons, with the round traveling 0.04c ( it once was believed to be 0.4c, but that was later cleared up).
